Whistleblowing systems – cultural adaptation  in the Gulf states using AI

This opinion piece from the United National Office on Drugs and Crime Corruption and Economic Crime Branch (UNODC) , provides a very interesting context regarding whistleblowing. As we all know whistleblowing is essential to receiving information regarding corruption in many sensitive environments, yet the stigma exists and it is always a challenge. This article posits that AI, specifically discussing the issues in the context of whistleblowing, “AI-enabled platforms allow employees and workers to report concerns anonymously through secure digital channels, dramatically reducing fears of exposure and retaliation, while machine learning capabilities enable organizations to analyze vast datasets, identifying unusual transactions or patterns that may signal fraudulent activity before problems escalate.” This is specifically addressed to the Gulf Cooperation Council (GCC) region, where it seems that conventional approaches can sometimes clash with deeply held cultural values. The writer notes that the “challenge does not lie in a lack of integrity, but in developing reporting mechanisms that honour regional principles of loyalty, hierarchy and community harmony, while also aligning with international standards.”

Why is this important and what should be done? This piece highlights the issues that exist in whistleblowing, fundamentally that whistleblowing is a difficult business across most cultures. Nowadays there is the hope that modern concepts can help address and possibly minimize the issues that have hampered whistleblowers across the world. What we need to do is to monitor the innovative uses of technology, to ensure that we do not trade one problem for another, if the solutions offered prove to be insecure. In this case it is good to see that there might be some movement in the Gulf states.
