Ukraine – anti-corruption reviews of military procurement legislation

This week Ukraine’s National Agency on Corruption Prevention (NACP) , provided information regarding the anti-corruption reviews of several pieces of legislation. They noted several reviews included “the draft resolution of the Cabinet of Ministers of Ukraine ‘On Amendments to the Procedure for Conscription of Citizens for Military Service during Mobilisation and Special Periods’. The document identified a corruption-prone factor that could lead to the risk of corruption by representatives of district (city) territorial recruitment and social support centres when verifying the legal grounds for deferral of military service. “This was one of several reviews which are taking place.

This work has grown in Ukraine since 2015 and has been taken more seriously by NACP over the past few years. In this environment, continues to be seen as highly corrupt, even with a war raging, such legislative reviews are significant and should allow for some confidence on the part of the citizens of Ukraine as well as the donors providing support.

But, as we are all aware, these steps are one part of the work needed to ensure that all structures are more corruption proof. In an earlier review this week, I noted that even with the best possible systems, being the NATO systems, corruption in military procurement is difficult to monitor.  What should be done to encourage and continue this is positive work? CSOs and donors have noted both the positive and negative work and they should continue monitoring. Ukraine is steadily working in this very positive direction and should be congratulated and encouraged.
