E-governance – a good anti-corruption tool in Manila
The Manila Times highlighted the passage of their new e-governance legislation. E-governance legislation usually has a two-fold effect, increasing governmental service efficiency and decreasing corruption in the new digital services. Senator Go of the Manila Senate noted that “[t]he institutionalization of e-governance, he said, would promote greater transparency and accountability, leading to reduction of corruption in government.” Usually the effect of these changes can be a bit painful, but what does happen is that people are able to access services more easily. I have worked in environments which this has occurred and even services which are not perfect, the new digital service allows the citizens to access services without corruption.
So what should be done next? As mentioned, these new services usually do have their challenges, but with oversight by the citizens, donors, and local CSOs, it can be an ongoing process. Such work allows for more savings through the governmental lost revenue capture, as well as increasing government effectiveness. It is always heartening to see these changes and today the Phillipines is moving in the right direction.
