Ukraine – weapons, corruption and some optimism
This article, in The New York Times, provides a good overview of the issues that Ukraine must seriously address, which might provide some optimism in the approach to weapons procurement. When we talk about corruption within governments, the areas where large scale corruption can exist is where there is less transparency. In this instance, weapons procurement in Ukraine, has been shrouded in secrecy, due to national security. The article notes that there have been audits and “[o]ne focus of concern for government auditors reviewing military spending is Kyiv’s repeated awarding, without explanation, of contracts to companies that made higher bids than their competitors. Internal government audits reviewed by The New York Times show dozens of such contracts signed over a period of a little over a year, as well as cases of late or incomplete deliveries and prepayments for weaponry that never arrived.” There have also been many middlemen in these purchases previously as well as several significant corruption cases.
What should be the next steps in this environment? This article highlights the ongoing challenges of avoiding corruption in weapons procurement. The systems that previously existed and that exist now are still weak and can still provide many opportunities for potential corruption. But, with the audits as well as an acknowledgement of the potential areas for corruption, ongoing monitoring and oversight provides some assurance that Ukraine is serious in addressing wartime and hopefully, peacetime weapons procurements. At present the newest approach includes creation of an online marketplace allowing army commanders to buy drone weapons directly from suppliers, with one or two clicks, cutting out the military bureaucracy. This idea is novel, and the challenges are enormous, but Ukraine is trying to see what it can do to overcome its history, and we are all cautiously optimistic as they try to overcome endemic corruption.
